Jacob Hester disagrees about being a senior. I'm sure the rules get changed as it becomes convenient though.

I don't think this is correct.
I don't think the year of the student has any bearing on it but it has been given to upper classmen the past few times.
I know Magee was a senior when he got it, Brandon Taylor was a senior (I think), Bennie Logan was a junior. I think Richard Murphy was a junior when he got it.
I know Hester got it after Mauck left in 2004, he had to have been either a sophomore or a freshman then.
