I just don't get it. When I was growing up, the FQ was wild and crazy BUT any behavior like this earned you a quick boot to the head from NOPD. Do the officers just not patrol the area anymore? How does this happen right on the street? The area isn't that geographically large.

Have you seen NOPD officers lately? Mostly overweight and lazy.
