The food is not what costa rica is known for, and shouldn't be. It's not that good.
Napa is so dry and depressing to me in July, but the food is much better than in costa rica. I guess it depends on what you and your wife want out of this vacation. I'd say many areas around Napa are killer. I'd explore around a bit if I was there. Mendocino, which is on the coast (hi way 1) is one of the most beautiful drives in the US. They also have excellent deals in July on sweet places to stay, right on the Pacific.

This is where we went in October for our anniversary. They have a bunch of wineries in Anderson Valley(20 minutes from Mendocino). We stayed in Ft Bragg right by the coast and drove up to the redwoods forest, to the wineries and to explore all the beaches in the area(Mendocino was only 10 minutes away from Ft Bragg). That area is a beautiful drive....you feel like you are driving in a car commercial.
