that only applies IF the player is "in the act of completing a pass"
assuming the ball hit the ground (of which there is inconclusive proof), the only issue is if he completed the catch. if he didn't, then that clause applies. if he did, then that clause does not apply
so the only discussion is whether he completed the catch. the focus of that question is if he made a football move (as he caught the ball and got 2 feet in).
so that is the one question: did dez make a football move or not?

That's the thing though, he didn't lose control when he was going to the ground. He had complete control of the ball and then hit the ground
