Might be an odd choice and not a GOAT or anything, but Syndrome from The Incredibles. It's been on lately and my daughter loves it, so I guess I just realized how mean he is. I mean trying to kill the kids, calling Mr Incredibles bluff on his assistant, unleashing an unstoppable robot on the city, then trying to kidnap their kid at the end. Pretty viscious for a kid movie.

The kid from The Purge (1st one). He single handedly ruins the lives of his entire family and is solely responsible for his dad's death.
