So what happens to the cartels and distributors who move the reefer if legalization occurs? But I agree with your opinion

I assume you mean black market distributors. These guys are already taking a hit. I think I saw something where they are mass producing more heroin in Mexico now to substitute for their loss of bud income.

They'll have one less crop to push. They would have to either focus more on other drugs that are still illegal, go legit, or take a huge hit because they lose a cash crop.
