I can see the issue from both sides. Here is the deal to me Pendergast is SMART NOT TO COME
If Les is already telling him he can't have the support he feels he needs to do the best job then Pendergast knows that will not be the ONLY NO he gets if he comes here.
Better for him NOT TO COME - Miles is the DC

It is not bringing a whole staff that is the issue but not being able to bring anyone- extreme loyalty to existing staff hampers the process
