It is possible, but completely improbable as they are part owners of Hulu.

The xbox app works too when connected to my hotspot. Switch back to comcast, blocked.

When the merger with NBC Universal was approved there were a bunch of Hulu specific things they had to do including being stripped of control. I think risking a fight with the Feds is a bigger reason it's improbable than the fact that they own it. LINK
Still, it wouldn't be the first time a company did something stupid and dared the government to stop them.
