You all do realize this doesn't outlaw wearing hoodies, right? It only outlaws wearing disguises, masks, and hoodies during the commission of a crime.

There are already laws in Oklahoma preventing hoodies during a crime.
"21 OS 13 01 has always made it a crime to wear a hoodie or some sort of disguise during the commission of criminal offense," Siderias says.
Now, a proposal for an amendment to that law could make it illegal to hide your identity in any public place.

You are actually correct and I was wrong. It is a proposal that basically allows a cop the authority to determine whether someone is attempting to conceal their identity. This is not going to go well for their legislators.
The author also attempts to declare it an emergency situation in Oklahoma right now in an attempt to push this through faster.
