Lots of assumptions, some quite debatable in the OP and thread.
Is it possible that the person holding Harris back is Harris?
I think there are those here unwilling to deal with the prospect that we have no good choices and AJ is the best of what we've got.
Harris has a live arm.
AJ appears to have law ceiling.
This doesn't mean the coaches are making a bad decision, no matter how much one wants to persuade himself that we have a star QB on the bench.

If the goal is to compete for championships, I tend to disagree. TCU, Notre Dame, and GT show that you better have a good scheme that can keep you in games. Ideally, you better be balanced or have a very dominant and consistent run scheme yourself. What we do know is when going against a good team with balance or a very dominant run scheme, you won't be able to win with great frequency if you're playing with one-hand tie behind your back.
Additionally, most teams start with skill at the QB position and develop from there. We start with leadership qualities and non-skill based stuff which is why it takes so long because you can't teach arm strength and instincts. You build the guy with the best tools up which is why Winston and Kaya (Miami QB) were able to start as freshman and develop more rapidly. You take the ups and downs of a skilled QB to get what you ultimately want...a polished QB with NFL potential who gives your team the best chance at a championship.
