Is there something wrong with this CPU?

My wife's new laptop I got her- Lenovo Y40, seems to lag badly when firefox and chrome are open at the same time. This is a gaming laptop so I figured the performance would be much better than my dinosaur Acer with SSD. Its not even close to the quickness of mine, but I'm thinking that has to do with the SSD I have installed in mine. Nevertheless, this brand new laptop shouldn't be lagging from 2 internet browsers open.
The laptop stats are as follows:
i7-4510U CPU @ 2.00ghz
8gb RAM (I upgraded it to 16gb)
500gb HDD with 8gb SSD hybrid
Connected to 45mbps Uverse wifi
I started doing some digging and noticed that on the CPU performance tab, it have 0.75 GHz listed as the speed (see picture attached). Is there something wrong here? I thought that should be 2.00GHz.

Some type of power saving feature. Find power options under control panel and change to high performance. Some motherboards have a n option in the bios also. Could be locked for you though.
