Also what does the fine say? Are they saying he intended to step on him but just not that hard?

Exactly why this decision doesn't make much sense. He either intended to give the cheap shot or he didn't. I have no problem if he won his appeal because they didn't think it was intentional (I personally think it was) but this decision basically says that he did intend to harm but we don't care enough to suspend him for a playoff game.

It says the NFL believes Suh acted intentionally and wrongfully, but because he is no longer considered a repeat offender underthe NFL's policy, the appropriate punishment is a fine.
