Why are people shocked

The players have proven time and time again, that they couldn't give 2 shits about each others safety.

You had headhunters getting away with hurting people and the NFLPA made sure they got as little of fines and suspension as possible. Reminds me of the NHLPA, who also don't give a frick if guys leave in body bags.

No way was Brooks or the NFL rep going to uphold the Suspension. The Commish is a liar, and the NFLPA doesnt give a shite about it's members, there are guys waiting to take their place and pay their dues.

Difference between stated and practiced policy. These are human beings after all and it is impossible to discount Suh's reputation. No way the incident draws a $70k fine if it is a first offense by someone with no reputation for dirty behavior.
