You must be referencing the clutch engagement.
The clutch they use engages around 2000 RPM, making idling lower than that a challenge. but it will definitely run without being wide open.

No idea what you're talking about, but having run several of their motors I can promise you that is a seriously isolated incident, and one that would've easily been fixed or made right by calling them.
