I think Charlot is announcing at the all star game. When you're committed and set an announcement, you gone.

I think that's a bush league move to do that on a national stage

If he's going to flip, I hope he at least decommits first

True most of the time, or historically.

Lately.... not so much. Seen this happen several times recently where the announcement either was for the team they were already committed too or at least a soft verbal. (William Sweet as example?)
