It seems like it because who DAT new been around since there was black people living in the south.

Back in 1793, there was a cincinnati plantation owner named Ick Key Woulds, he first said "Who dey be coming around that mountain when dey come". That is where it all started, a fellow who heard him said that later moved to New Orleans, actually got traded, and he started the phrase Who dat be over dere.
