I actually asked an Angola Inmate at this past Rodeo that same question. He was in for 25 years (manslaughter and theft) and he told me it is absolutely true.

He said they have people that let the general population know when someone is coming in with this sort of crime.

Looked at me and said this ain't no place to be if you hurt/kill a child.
