You guys clearly do not have a 3 yr old....
If you use Apple products, I'd go iPad, used wifi only for cheap. Much more games developed for it, and can share across tablets/phone without having to repay. A lot of those toddler games are smart/sneaky bastards. Free, but get all this extra access/puzzles/etc for $1.99. That way if you have it on same account, all devices get the access.
Kindle Fire is probably the cheapest, but not really the easiest to use and not nearly as much available.

I just got the galaxy tab pro 8.4 for $229 at best buy and this thing is the tits
Daddy could use it while the 3 year old isn't and I think would be satisfied
