Depends on where they work and the population they deal with IMO. There should be some additional incentives for teachers that are teaching their asses off at high poverty, low scoring schools where they're pretty much raising kids as well as trying to educate them.

You can add Special Education teachers and English as a Second Language teachers to that as well. The "gains" with those kids don't always show up in what testing benchmark you met this year.
