They can add anyone they choose, it doesn't have to make geographic, cultural, or TV market sense.
You all keep forgetting the Big 12 isn't a conference in the sense that the SEC or ACC is. It's the rich kid (Texas) at the end of the street who owns the ball, his upper middle-class friend (OU), and a ragtag group of hat-in-hands (everyone else) hoping those two don't move; forcing the rest to seek out the likes of the MWC or CUSA to associate with.
