Same way you fix the issue of kids flunking out and wasting a year of money.
When the kid enters school, he signs a promissory note. For each additional year, he signs another promissory note. TOPS is for 8 semesters = 4 years = 4 notes.
Student has 6 years to complete a bachelor degree. If he doesn't, then after the 6th year, the note becomes due. A clause is written in that the loan is to be paid back over 10 years at whatever the Stafford Loan rate of interest is at the time of default.
Student if they complete degree in 6 years must work in LA after graduating for one year per year of TOPS received. So for most grads, 4 years. If that doesn't happen, same result as if you don't graduate at all. The default would not kick in while the student was attending grad school.
Of course, we would have to make sure, as a state, that we actually had jobs these kids could work in the state.
