What I would infer from that is that they are referring to the cumulative total of the four ACT subjects (e.g. math + English + science + reading comprehension).
So say if Johnny, an average test taker, got the following scores:
Math - 26
English - 24
Science - 25
Reading Comprehension - 25
Then his cumulative score would be a 100.
Therefore low-income students are apparently making an 80-83.
