One of my teachers at LSU went off in class about how shitty TOPS is like 12 years ago. No pay back with no graduation and students that recieve TOPS have no other financial motive to stay in LA to help pay back into system. Had many friends that grew up in LA, recieved TOPS and moved to TX making more money than they would in LA. If anything, TOPS pays for education in a state next door to a booming economy waiting for educated kids to come work.
