I read on some message boards that the check valve/ball in some of these primer bulbs work better if the arrow is pointing up.....mine is pointing horizontally towards the engine and is on the floor of the boat....may try holding it upright to see if that makes a difference.

This is true. But that is also a sign of a worn/faulty bulb if you need to do that.
