If they tried to trade him his agent would probably be allowed to try to negotiate an extension, raise and more control with the other team. This would increase SF's bargaining power.

If there is a trade (I don't think there will be) it will be because all of the other stuff is already in place...and the trade is just a mechanism to make everything happen.

Harbaugh is going to choose his next team (this is obvious). Time is a factor from both Harbaugh's standpoint and San Francisco's standpoint (more so Harbaugh). Harbaugh wants to be fired. The 49ers want him to resign or at least accept a trade. Neither wants to make it easy on the other.

Personally, I think there is a better chance that Harbaugh doesn't coach next year than it is he coaches in Michigan. Due to the timing, it makes more sense for him to wait for the 49ers to fire him (even if it means passing on some opportunities this year) with the knowledge that he'll get a paycheck, and be positioned for better opportunities next year.
