Not sure adding 1 or 2 superstar Samoans a year would elevate their program. There aren't many Samoans, which is why their per capita is so high.

But I'm not talking only about Samoans, I'm talking Polynesians, Samoans AND Hawaiians. Just look at all the Polynesian football players in the NFL.

Hawaii probably puts out 15-20 3-4 star recruits each year. They could put together some good teams if everyone stayed on the Islands.
