I think it is a serious lack of experience and confidence in the weapon. He may be limp-wristing or he may have selected really cheap, shitty ammo. He probably just doesn't know what the hell he's doing. Robbing a pawn shop or gun store is a sign of low situational awareness, period.

I would be willing to bet that he may have never fired that gun at a target before. He clearly had no idea what the hell he was doing. If he had any experience at all, that woman may be dead today.
