I think the mentality that all kids had to go to college started around the late 80s and grew through the 90s into the 2000s.

Sounds about right, they would be the children of adults who grew up in the era where a college education made a very meaningful difference in lifetime earnings (70s-90's).

It predates that - it was the late boomers - kids born in the late 50s - if you'll recall, the U.S. started losing the manufacturing war to Asia in the 1970s. That triggered the move towards information sector and other service/professions and away from manufacturing-related as a "go to" work 20 to 30 years and get a pension job.
