The articles I read implied that it was beyond the conference commissioner's control to name Baylor as champion based on the by-laws. That's why Briles was pissed about the "one true champion" bulls**t. But I don't know I haven't read the bylaws.

Baylor's not leaving the Big 12 holds their TV rights for the next 12 years.
