Even if you have a long history of abusing/injuring/harming/degrading a particular subset of the population?

These are modern issues of our nation. I'm talking foundational requirements for a state--recognized territory, natural resources, a healthy labor force, governmental legitimacy and rule of law, national cohesion, and armed force capable of defending vital interests and maintaining territorial integrity.
Look up some of the world's current failed states and you'll see what I mean.
