No. It isn't.

Without even thinking about it.

Bama
Texas
USC
Notre Dame

All above Florida.

Notre Dame isn't top 10 anymore.

They can't take all the best players because of academic restrictions and don't have elite facilities. HS kids do not care about Lou Holtz or Knute Rockne days.

academic restrictions
That is an excuse. But we wont get into that. Schools like Notre Dame, Tennessee, Nebraska, and possibly even Michigan will never be dominant again. They were dominant programs in an era where they were one of only a few schools that went all in for football. They were the only teams willing to spend the money, and the only schools constantly on tv. Now that there are 20-30ish teams willing to do this, and everyone is on tv, the schools that are going to be consistently good are the ones with natural recruiting advantages. Bama, Lsu, Uf, Texas schools, california schools, Ohio st. etc

If that is the case UF isn't top 5 because their facilities suck.

Seems like all these programs are so close as far as jobs an extra million in pay here or a better locker room there makes the difference.
