$40 Million was spent on this "report."
$40,000,000 spent on a one sided report constructed purely for political purposes but given the weight by the media of being some kind of official accounting.

If the CIA lied to Bush on "toture", then did they lie to him about wmd's? So Iraq was not Bush's fault? They need to get their story straight.
