Where is the subdivision? I did that when I was that age, and I was definitely up to no good, so I'd be a little suspicious 
Wouldn't call the cops unless I saw them doing something bad though. Probably would just talk to them even then.

i wouldnt flip out but i wouldnt call the police. Kids dont have a clue what they are doing with a bb gun. Next thing you known your taking the kid to the emergency room because he got shot in the head or eye.
Tell the kid to go in his back yard or take the bb gun away from him/her
