I think the proper way is to request the neighbor maintain his tree over your property. Do it in writing...
If he doesn't respond or act in a timely manner, you can trim it back to your property line. Or in this case, just cut it back off the roof.
Nonetheless, it is technically the neighbors responsibility.

agreed. definitely make sure you ask him to take care of it before you just go cutting shite down.
