OMMG - this chart is almost certainly for induced abortions - no other reason 1973 would have been put up there. And African American women account for about 32% of induced abortions (a rate of about 49 in 1000 women).

Can a mother not cause herself to miscarry?
All? Of course not. But I would wager it is a very small percentage of that number.
