Oakland is one of the most violent places in the US and it's the cops fault?

When will violence, crime and drugs determined to be part of the problem with the way law enforcement polices a particular area.

Do you think if officers weren't in fear of their lives every time they make a stop they would still behave the same way?

Officers need to improve and the community needs to improve. Neither happens without the other happening.

Who in their right mind would want to be a cop these days (in certain towns/cities).

except they are taught to think this way, and its irrational - police officers are safer today than at any time in the last 20 years. Their training is full of the rhetoric of "warriors" and "war zones", and their gear is that of a military kill squad.
