I am confused. How were they breaking the law in regard to the fish? How did this stop the trespassing?

The four wheelers disturb the habitat. The creek was only about a foot deep with a lot of sandbars

eta: those fines carried heavy penalties with th GW. Then the SO doubled up with trespassing
