Deer hunting in Arkansas - need help with license question.

Can someone shed some light on this statement from Ark game and fish - "Arkansas resident hunting licenses are valid on Mississippi land that lies west of the main channel of the Mississippi River. Mississippi resident hunting licenses are valid on Arkansas lands that lie east of the main channel."

Traveling to Phillips Co. Arkansas tomorrow and deer hunting all weekend. I never saw this before on the site but what territory is this for in Arkansas? I have my MS license, is that valid in Phillips Co. Which is a stones throw from MS and the MS river? Would be nice to save $150 on the 5 day license. If anyone can she's some light I would appreciate it.

When does the rut start in that area?

that says that the river is the dividing line between the two states....if it moves, then the state line moves...I assume that this is written to try to clarify that "gray area" that is the land between the leavies....
