Schools already decided to close for tomorrow, so no reason not to hold until daylight.

It's a little more complicated than that. The schools in the area seem to have already closed for tomorrow. But you have a lot of bussed kids to various districts in the city. None of the other county schools or SLPD have called classes for tomorrow yet.
