Flip your logic and you get your answer.

How do you solve this problem on the other end when defenses have the advantage of only going half the distance? Can't move the chains.

Therefore, if the defense has to maintain this advantage on one side of the field, the rules allow the offense this advantage on the other side.

That did cross my mind, I noticed it didn't balanced. Not sure if it really has to though, but that's surely why the rules are as they are.

Why couldn't they move the ball as far as the penalty allows them?

If you have the ball at the opponent's 7 yard line, a 10 yard penalty could put you at the 1 instead of half the distance.

well they do give the offense a 1st down, so maybe it evens out
