He was talking about West Monroe, the team blamed for the holdback rule. OCS actually started the practice and had an actual program named 8 plus. You'll never hear anyone talk about them though.
Before he says it, yes there are still kids throughout the state that holdback. They just do it before 6th grade now.

Rule is u have to he set for a second correct? They don't come set for a second they never did.
