The GOP only cares about spending when they are either in the minority in congress or a Dem is in the WH.
It happened in 94 with Gingrich and Clinton and again since 2010.
What's hilarious is that Dems claim credit for the last budget "surplus" under Clinton but go back and look at the congressional voting. Democrats all voted in lockstep against the budget.
