The simple explanation that the director gave a few months ago is that people have become so hard to impress, incapable of paying attention, etc. that even live dinosaurs can't keep people from staying glued to their iPhones and devices. D-Rex is Jurassic World trying up the game because regular dinosaurs seemingly aren't enough. It's a social commentary.

Well shite, that's god enough for me. I thought a lot about people and their phones/devices this past week in Disney World. It's like people don't even care to look where they're going because they're glued to it. So that explanation works easily IMO.
