They have to graduate first. Black and hispanics have very low graduation rates.

I'm guessing many black and brown kids aren't interested in medicine
Maybe the same reason Jesse Jackson is falsely targeting the tech industry. But, once again, black and brown folks don't count Asians as minorities there either.
