I might be wrong.
You are right. He was the youngest DA to ever be elected in Gotham, and I believe he was elected about a year or a few months before Bruce started fighting crime as Batman. So Bruce may have been a couple years younger, but not that much younger.

They've had no qualms showing a very young Bruce Wayne and a very young Selina Kyle. My guess is that we're going to be seeing a younger Harvey Dent and what possessed him to want to be so virtuous in fighting Gotham's crime later in life.
