Maybe they think he won't improve dramatically but believe he is the best chance to win games. Harris may have the highest ceiling but that doesn't means he wins games for you this year. If he was the best choice he'd be playing. Right now he isn't. He needs to work harder and get better. If he does he'll start next year.

That is where I disagree with you Miles has a tendency of sticking with what he knows, rather than who is the better player.
