do you work for State Farm? If so, why does SF often require a police report to open a claim but needs to talk to the insured before paying a PD claim? (On clear liability accidents)?

The good the police report would have done is it would have kept the other driver from denying that the wreck happened.

They normally don't require a police report. Actually, they can't require a police report, as sometimes this is not an option. It is preferred to have the report, however.

All insurance companies must talk to their policyholder before moving forward with a claim. That's SOP.

The OP could have filed it under his policy if he was frustrated, then been out his deductible until SF spoke to the other party and reimbursed the OP.
