I'ma take a bit of a different tack... more open carry would make it less of an issue. It really could be the norm.
Hand on the weapon, looking around, is not cool, but imagine if 30% of the males walking around on Halloween with an open carry, nobody would give two thoughts to it.

True. I never open carry though. There are too many advantages to concealed carry.
