The Arizona Governor Fife Symington initially downplayed it and made a joke of it to calm people down. Later he admitted that he saw the UFO as well and as pilot himself admitted that he believed in was not something man made. The Phoenix Lights indecent is probably the most convincing case of mass a UFO sighting I've seen. Most of what the news media showed were actually flares from Air Force jets that were practicing much later in the evening than when the incident occurred.
