I wouldn't go by weight. 200 pounds would be huge if she's 5 feet tall, not so much at 6 feet tall.
I would define "fat" as her midsection being bigger than her bust or waistline.

My wife is 5'-11" and just told me she weighs 146. I don't know how to tell what women weigh.
